Waycross City Hall Plaque 1, GA. Waycross City Hall, GA. Waycross is the county seat of, and only incorporated city in, Ware County in the U.S. state of Georgia. It was originally YMCA built in 1907-1911. Henry John Klutho, the architect designed the building. It was renovated in 1985. It houses all city services. The plaque has the names of city commissioners 1983-1984 , city manager and architects.
