Penney Farms is located in the middle of Clay County, southwest of Jacksonville and west of St. Augustine. It was established in 1927 by James Cash Penney. His statue stands in front of the Town Hall.
Penney Farms and its largest Retirement Community is filled with retired teachers, professors, ministers and the like. It is also home to many who worked for JC Penney Department store. This is the Town Hall which houses all the government offices.
